Read the PCN carefully. Note the date, time, location, and which council issued it. Check the timestamp against the bus lane's posted restricted hours. If the time on the PCN falls outside the restricted hours, you have an immediate defence.
Step 2: Request camera footage
You have the right to request the CCTV footage. This may show that you only briefly entered the lane, were turning left, or were avoiding an obstruction. The council must provide this evidence.
Step 3: Decide — pay or appeal
- Pay within 14 days: 50% discount (GBP 80 in London, GBP 30-35 elsewhere)
- Appeal within 28 days: Submit a formal representation. The 14-day discount window pauses while your appeal is being considered
- Escalate to tribunal: If rejected, appeal to the Traffic Penalty Tribunal (or London Tribunals) for free
Does appealing affect the early payment discount?
If you make a formal representation within 14 days and it is rejected, most councils restart the 14-day discount window from the date of rejection. This means you do not lose the discount by appealing.
