Before Brexit, the EU Cross-Border Enforcement Directive allowed EU countries to access UK driver data to pursue speeding fines. Since 31 January 2020, this no longer applies. However, countries can still identify UK-registered vehicles through other means, and many use international debt collection agencies to pursue payment.
Country-by-country overview
- France: Aggressive pursuit of foreign fines. On-the-spot fines are common. They use Euro Parking Collection (EPC) to chase UK drivers. Fines range from EUR 68 to EUR 1,500.
- Spain: Fines from cameras are sent to your address via the DGT. If you hired a car, the rental company will pass your details. Fines start from EUR 100.
- Italy: Known for delayed fine notices — sometimes arriving months later. Municipal police enforce aggressively. Fines from EUR 42.
- Germany: No general speed limit on autobahns, but limits in towns and roadworks zones are strictly enforced. Fines from EUR 20.
Can they enforce it in the UK?
Foreign authorities cannot directly enforce the fine in the UK — they cannot send bailiffs or add points to your licence. However, they can use debt collection agencies, and an unpaid fine may cause problems if you return to that country, including potential vehicle seizure or arrest at the border.
Rental car speeding fines
If you were driving a rental car, the rental company will typically pay the fine and charge it to your credit card along with an administration fee. This is usually authorised in the rental agreement. You can still appeal the original fine through the issuing authority.

Frequently asked questions
Do I have to pay a speeding fine from France?
Since the UK left the EU, the Cross-Border Enforcement Directive no longer applies directly. However, France and other countries can still pursue UK drivers through debt collection agencies, and unpaid fines may cause problems if you return to that country.
Will foreign speeding points go on my UK licence?
No. Foreign speeding convictions do not add points to your UK driving licence. However, if you are caught speeding while driving abroad, the local authorities can enforce the fine locally, including vehicle seizure in some countries.
Can I appeal a foreign speeding fine?
Yes. Most European countries have an appeal process. The fine notice should include instructions for challenging it. Time limits vary by country — in France it is typically 45 days, in Spain 20 days.
