ULEZ Zone Map 2026: Where Does It Cover?

The ULEZ expanded to cover all of Greater London on 29 August 2023. In 2026, the zone remains at this expanded size — roughly matching the area inside the M25. Knowing the exact boundary is important because driving even briefly inside the zone in a non-compliant vehicle triggers the daily charge.

The expanded ULEZ boundary

The ULEZ now covers all 33 London local authority areas. The boundary generally follows the outer edges of the outermost London boroughs. Key boundary roads include: A1 to the north, A2 to the southeast, A3 to the southwest, A4 to the west, and A10 to the northeast — though the exact boundary does not simply follow these roads.

Boundary confusion areas

Several areas near the boundary cause confusion: Dartford Crossing (the crossing itself is outside ULEZ), roads near Heathrow Airport (some access roads are inside), and border areas between London boroughs and Essex/Kent/Surrey where the boundary cuts through built-up areas.

ANPR camera locations

TfL has installed ANPR cameras at all major entry points to the expanded zone. These cameras photograph number plates and check them against the vehicle compliance database. If your vehicle is non-compliant and the daily charge has not been paid, a PCN is automatically generated.

Where does the ULEZ cover?

Since 29 August 2023, the ULEZ covers all of Greater London — from the centre out to the boundary roads of all 32 London boroughs plus the City of London. The boundary roughly follows the M25, but some areas just outside the M25 are included while some roads on the boundary itself are excluded.

Are the M25 and boundary roads included?

The M25 itself is not within the ULEZ zone. However, many roads just inside the M25 are. The exact boundary is defined street by street. TfL provides an interactive map showing precisely which roads are included.

How do I know if I drove through the ULEZ?

TfL ANPR cameras at entry points detect vehicles entering the zone. You can check your journey against the TfL ULEZ boundary map. If you stayed on roads outside the boundary (including the M25), you are not liable.
